Forked lightning[R]
Calls forth a cone of lightning, hitting multiple enemy units.
Level 1 - 75 damage to 3 targets.
Level 2 - 150 damage to 4 targets.

Level 4 - 300 damage to 7 targets.
Mana Cost: 95/ 105/ 135/ 160
Cooldown: 10s
Nuke to deal with multiple targets. Deals more damge than Arc Lightning and Chain Lightning.
Voodoo[D]
Transforms an enemy unit into a random critter, disabling their abilities in combat.
Level 1 - Lasts 1 seconds.
Level 2 - Lasts 2 seconds.
Level 3 - Lasts 3 seconds.
Level 4 - Lasts 4 seconds.
Mana Cost: 110 / 140 / 170 / 200
Cooldown: 13
A very useful disabling technique, best to get during mid game, but the mana cost for it is very high.
Shackle[E]
Magically binds a target enemy, so that it cannot move or attack and deals 40 damage per second. Channeling spell.
Level 1 - Lasts 2.5 seconds.
Level 2 - Lasts 3.25 seconds.
Level 3 - Lasts 4 seconds.
Level 4 - Lasts 4.75 seconds.
Mana Cost: 110/ 130/ 155/ 185
Cooldown: 15
Rhasta's signiture skill. This is the worst disabling technique that any enemy would want to face.It binds the targeted hero for 4.75s allowing free hits form your allied units or creeps. This skill together with voodoo will make you the number one target of your enemy due to your powerful disabling techniques and the most valuable ally of your team also because of your powerful disabling techniques.
Serpent Wards[W]
Summons 8 immobile serpentine wards to attack enemies. The wards last 30 seconds, deal piercing damage (which means they deal less damage to Heroes) and are immune to magic. Each ward has a range of 600 and has 0 armor, armor type Heavy. With an Scepter Rhasta can summon 12 wards.
Level 1 - Deals 39-43 damage each, 135 hp.
Level 2 - Deals 54-58 damage each, 150 hp.
Level 3 - Deals 69-73 damage each, 150 hp.
Mana Cost: 200/ 350/ 610
Cooldown: 120
This is the deadly wards of Rahsta.Once a hero is being warded, it usually has no escape.

Explanation
Forked lightning and Shackle is being learned as the top 2 priorities as Forked lightning can be used for farming and being use as a killing move while shackle can disable the enemy hero for a low cost of mana and inflicting 40damage/second.
Item Build

Boots of Speed is self-explanatory.
Guinsoo's Sycthe of Vyse is an essential item. It solves the need of mana regen as well as gives good Int bonus. Further more, cyclones amplifies Rhasta's role as disabler and is essential to put an near 100% accurate ward.
Dagger of Escape to move in and out of combat. With Rhasta's initial 275 movespeed, Dagger is a must. Plus it helps in ward trapping, chasing and escape tactics, etc.[very good item to get]
Aghanim's Scepter would be the most cost effecient way of buffing up Rhasta after getting the point booster.
